Every year, thousands of students in Pakistan meet the same small problem. A university transcript shows a CGPA such as 3.42, but a scholarship portal, a job advertisement or a master’s admission form asks for a percentage. Some students divide by four and multiply by 100, some copy a number from a friend, and some pay for a certificate. The correct answer depends on the rule that the receiving organisation accepts, and the rule that is mentioned most often in Pakistan is the conversion formula that the Higher Education Commission, HEC, circulated to universities.
This guide explains that formula in plain language. You will see the exact bands for the 4.0 and 5.0 scales, a step-by-step method, worked examples, a table of common values, the reverse conversion from percentage to CGPA, and the mistakes to avoid. You can check every number with the CGPA to Percentage Calculator while you read.
What CGPA is and how it is calculated
A grade point average summarises how well a student performed. Every course grade is converted into grade points, for example 4.0 for an A and 3.0 for a B on the usual 4.0 scale. The grade points are multiplied by the course’s credit hours to give quality points. The GPA is the total of quality points in a semester divided by the credit hours of that semester, and the CGPA, or cumulative GPA, does the same for every semester so far.
As a small example, suppose that a student takes three courses in one semester: a 3-credit course with 4.0 grade points, a 3-credit course with 3.0 and a 2-credit course with 3.5. The quality points are 12 + 9 + 7 = 28, and the credit hours are 8, so the GPA is 28 divided by 8, which is 3.5. The GPA Calculator does this for any number of courses. Always use the CGPA from the transcript, with two decimals, when you convert to a percentage.
Why a conversion rule is needed
A CGPA and a percentage describe performance in different ways, and the relationship between them is not the same in every university. Some institutions give an A grade for 85 percent and above, and others for 80 percent. For that reason an organisation that receives applications from many universities needs one common rule. In Pakistan, universities, scholarship bodies and employers often point to the formula in a conversion document dated 30 November 2018 that HEC circulated and that many universities host on their websites. Some organisations still use their own tables, so ask which one applies to your application.
The HEC formula for the 4.0 scale
The formula is banded. You first find the band that contains your CGPA, and then apply the formula of that band. The bands for a 4.0 scale are:
| If the CGPA is | Percentage equals |
|---|---|
| 3.63 or more | (CGPA – 0.3) / 0.037 |
| 3.25 or more | (CGPA – 0.29) / 0.037 |
| 2.88 or more | (CGPA – 0.36) / 0.036 |
| 2.5 or more | (CGPA – 0.28) / 0.037 |
| 1.8 or more | (CGPA + 1.65) / 0.069 |
| 1.0 or more | (CGPA + 2.16) / 0.079 |
| Above 0 | CGPA / 0.0248 |
The band edges 3.63, 3.25, 2.88, 2.5, 1.8 and 1.0 correspond to exactly 90, 80, 70, 60, 50 and 40 percent. A CGPA of 4.0 gives 100 percent, which is the maximum.
Step-by-step method
- Read your CGPA from the transcript, for example 3.42.
- Check the scale printed on the transcript. Most universities use 4.0.
- Find the band in the table: 3.42 is at least 3.25 but below 3.63.
- Apply the band’s formula: (3.42 – 0.29) / 0.037.
- Subtract first: 3.42 – 0.29 = 3.13.
- Divide: 3.13 / 0.037 = 84.59 percent.
- Round to two decimals, unless the form asks for another precision.
That is the whole method. The same steps apply to every band, and only the subtraction and the divisor change.
The 5.0 scale
Some institutions use a 5.0 scale, and the HEC document gives a second table for it. The band edges are shifted by one grade point, so 90 percent corresponds to 4.63, 80 percent to 4.25, 70 percent to 3.88, 60 percent to 3.5, 50 percent to 2.8 and 40 percent to 2.0. The formulas for the bands are (CGPA – 1.3) / 0.037, (CGPA – 1.29) / 0.037, (CGPA – 1.36) / 0.036, (CGPA – 1.28) / 0.037, (CGPA + 0.65) / 0.069 and (CGPA + 1.16) / 0.079, and below 2.0 the formula is (CGPA – 1) / 0.0248. The 5.0 scale is rare, so check your transcript before choosing it, because a wrong scale causes a large error.
Common values on the 4.0 scale
The table lists the HEC percentages for common CGPA values, rounded to two decimals.
| CGPA | Percentage | CGPA | Percentage |
|---|---|---|---|
| 4.0 | 100.00 | 3.0 | 73.33 |
| 3.9 | 97.30 | 2.8 | 68.11 |
| 3.8 | 94.59 | 2.5 | 60.00 |
| 3.7 | 91.89 | 2.0 | 52.90 |
| 3.6 | 89.46 | 1.5 | 46.33 |
| 3.5 | 86.76 | 1.0 | 40.00 |
| 3.4 | 84.05 | 3.3 | 81.35 |
| 3.2 | 78.89 | 3.25 | 80.00 |
Converting percentage back to CGPA
The reverse direction uses the same band structure. If your percentage is at least 90, the CGPA on the 4.0 scale is 3.63 + (percentage – 90) x 0.037. For 80 or more it is 3.25 + (percentage – 80) x 0.037, for 70 or more it is 2.88 + (percentage – 70) x 0.036, for 60 or more it is 2.5 + (percentage – 60) x 0.037, for 50 or more it is 1.8 + (percentage – 50) x 0.069, for 40 or more it is 1 + (percentage – 40) x 0.079 and below that it is percentage x 0.0248.
Example: for 75 percent the band is 70 or more, so the CGPA is 2.88 + 5 x 0.036 = 3.06. For 65 percent the band is 60 or more, so the CGPA is 2.5 + 5 x 0.037 = 2.69. Programmes that ask for a minimum percentage can be checked this way: 60 percent is a CGPA of 2.5, and 80 percent is a CGPA of 3.25.
Why the HEC formula differs from dividing by 4
The quick method divides the CGPA by 4 and multiplies by 100. It is simple, but it assumes that the relationship is perfectly proportional, and it ignores the way grades are set. The two methods give different results: a CGPA of 3.0 becomes 75 percent by the ratio and 73.33 percent with the HEC formula, 3.5 becomes 87.5 or 86.76, and 2.0 becomes 50 or 52.90. The difference is not large, but in a merit list where candidates are separated by a fraction of a mark, it can matter. If the instructions say to use the HEC conversion, use the banded formula and mention it in your application.
Other scales: the 10-point CGPA
Students who studied in India sometimes have a CGPA out of 10. The CBSE board uses a simple multiplier of 9.5 for its own grading, so a CGPA of 8.6 is 8.6 x 9.5 = 81.7 percent. This multiplier is not part of the HEC method and should not be used for a Pakistani 4.0 transcript. When an institution evaluates foreign degrees, it may apply its own rules, so check the policy before you convert.
Where the percentage is used
Percentages are requested in many places: admission to master’s, MPhil and PhD programmes; scholarships for local and foreign study; applications for government and private jobs; eligibility for lectureships and training programmes; and some foreign credential evaluations. Each organisation can set its own rule. Read the instructions, note which conversion is allowed, and attach your transcript. If the instructions are not clear, send a short e-mail to the office that handles applications and keep the reply.
Common mistakes
The most common mistakes are using the wrong scale, converting a single semester GPA instead of the cumulative CGPA, rounding the CGPA before conversion, using the simple ratio when the form asks for HEC, and averaging semester percentages instead of converting the final CGPA. Another mistake is to forget that a CGPA cannot be higher than the scale, so 4.2 on a 4.0 scale means that there is a typing error. Write two decimals, convert once, and keep the working so that you can explain the figure if someone asks.
